A regular member of the Council, the Foamers control fishing, sailing labor, boat building and repair, and, to a lesser extent (they are just beginning to branch out into it), farming. A moderately aggressive Guild, politically and economically, their powerhouse area is located, obviously, along the coast.
The Foamers have a long-standing feud with the Mann Noble House over rights surrounding sea trade. So far the Manns have been winning this fight, with more than a little help from Velucian merchants not eager to see another competitor on the high seas. The Foamers have also recently come into conflict with the Kalb Noble House over farming and trade rights, though the Kalbs seem to have come out ahead in that spat.
